Weather: More Rain And Strong Wind On The Way

Further rain and strong winds are set to strike Britain today - just as engineers restored power to homes hit by poor weather over Christmas.

The last households cut off from electricity by the Christmas storms have now had power restored, the Energy Networks Association says.

But forecasters are warning of another powerful storm which will arrive today, bringing with it the risk of flooding and disruption.

Tens of thousands of homes across the south east of England, north Wales and Cumbria have been without electricity over the last week because of damage caused by the storms.

The latest storm is due to arrive from the Atlantic today and will cross the UK from west to east.

The Met Office has issued a severe weather warning over fears of strong gales of up to 80mph affecting Wales, southern, western and northern England and Scotland.

It has also warned of the danger of ice patches in the south west as temperatures drop to below freezing.

The Environment Agency (EA) has around 100 flood alerts in place in southern, western and northern England.

And the unsettled weather looks set to continue into the New Year after the Met Office issued a severe weather warning for rain on New Year's Day.

Some 1,300 properties have been flooded during the recent storms in England.

Meanwhile, energy companies have been criticised for their slow reaction to storm damage.

The executive of one of the UK's biggest power distributors has admitted its efforts to restore power to thousands of people should have been better.

Basil Scarsella, chief executive of the UK Power Networks, said the company it was not prepared for the storm and too many staff were on holiday.

The company, which owns electricity lines and cables in London, the south east and east of England, said it will increase payments for 48 to 60-hour outages from £27 to £75 for those affected on Christmas Day.

Additional payments will be made to customers who have been without electricity for longer than that time - up to a maximum of £432.

NHS: Migrants To Be Charged For A&E Care

Visitors and migrants who use NHS accident and emergency services in England are to be charged, ministers have announced.

The move is part of an extension of the NHS charging strategy intended to deter so-called "health tourists" while trying to recoup up to £500m a year.

Critics have accused the Government of trying to grab headlines rather than helping the NHS.

Ministers say no-one will be turned away in an emergency, but there will be a bill to pay afterwards for those from overseas.

Health Minister Lord Howe said: "Having a universal health service free at the point of use rightly makes us the envy of the world, but we must make sure the system is fair to the hard-working British taxpayers who fund it.

"We know that we need to make changes across the NHS to better identify and charge visitors and migrants. Introducing charging at primary care is the first step to achieving this.

"We are already looking at taking action and next year we will set out our detailed plans to clamp down on the abuse of our NHS."

Doctors' leaders warned the proposed changes could cost more to administer than they would actually raise for the NHS while deterring some people desperately in need of treatment from seeking care.

Dr Mark Porter, chair of the British Medical Association (BMA) council, said: "This could mean the system of administering the new charging system will end up actually costing more to run than it collects in revenue."

The announcement has been timed less than 48 hours before restrictions on migrants from Bulgaria and Romania end.

A major influx of immigrants could put additional strain on the NHS and other public services.

Labour argue ministers are putting spin before substance.

Lord Hunt said: "Labour is in favour of improving the recovery of costs from people with no entitlement to NHS treatment. Rather than more grand-standing, the Government needs to deliver practical, thought-through changes to make that happen.

"Instead this out-of-touch government is left asking doctors and nurses to act as surrogate immigration officials."

Also under the proposed changes, migrants and overseas visitors will have to pay for primary care services such as minor surgery carried out by GPs, while prescription charges will be extended.

There will also be higher charges for services which are subsidised for patients entitled to free NHS treatment, such as optical and dental care.

But consultations with GPs and nurses will remain free of charge, to ensure initial access remains to prevent public health risks such as TB, HIV and sexually-transmitted infections.

Details of the scheme are still being worked out and ministers won't have a full plan until March.

But the Government will be hoping its crackdown down on health tourism will resonate home and abroad.

Anti-Smoking Campaign: New Ad Targets Addicts

Smokers are being targeted by a new TV advertising campaign which aims to scare them into giving up.

Graphic images of polluted blood flowing through the body of a smoker and damaging cells in his brain are used to reinforce the message that smoking increases the risk of dementia and strokes.

The campaign, funded by Public Health England, was launched by the Chief Medical Officer, Professor Dame Sally Davies.

"We know about the serious effect smoking has on the heart and lungs but smokers need to be aware of how much potential damage is being done to the brain and other vital organs through toxins in cigarettes entering the blood," she said.

"Smoking is the major cause of premature death, with one in two smokers dying prematurely from smoking related diseases, and it is extremely worrying that people still underestimate the health harms associated with it."

Government figures show more than one in five adults in the UK admits to smoking, at an estimated cost to the economy of £5bn per year in health costs, sick leave and lost productivity.

The TV advert, to be shown in England from tomorrow, along with a billboard advertising showing clotted blood dripping from a cigarette, has been welcomed by Joe Korner from The Stroke Association.

"It is well known that smoking harms our health but the link between smoking and stroke is less well known," he said.

"Stroke is a major cause of death and adult disability in the UK and you are twice as likely to have a stroke if you smoke. The more you smoke, the more your risk increases."

Smokers outside the Sant' Angelo restaurant in Wetherby in West Yorkshire who watched a preview of the advert said it encouraged them to consider giving up, or smoking less.

Jo Maltby, 40, has smoked for 20 years and says she tried to give up many times before.

"That probably would give me a bit more of an inclination to (give up) because I have children," she said.

"Obviously the more damage I do to myself the less chance they've got of me being around."

Ferry Rescue: Passenger Detained After Fire

A passenger suspected of starting a fire on board a ferry in the North Sea sparking an emergency evacuation has been detained by ship staff.

Crew members and passengers had to be winched off a North Sea ferry heading to Amsterdam after they breathed in smoke when the fire broke out 30 miles from land.

Ferry operator DFDS Seaways said six people in total were taken to hospital by helicopter, however the coastguard earlier said it was seven.

Inspector Andrew Dixon said: "It is unknown if the fire was started deliberately or accidentally.

"As a result of this incident the person suspected of causing the fire, or the person from the cabin where the fire occurred, be it deliberate or accidental, has been detained by ship staff."

The fire broke out in a passenger cabin around 10.45pm and was extinguished by 11pm.

Police arrive at the port after the ferry returned

RAF helicopters from Leconfield near Hull and Boulmer, Northumberland were scrambled to the vessel along with RNLI lifeboats from Bridlington and Filey.

The 30,000-tonne ship arrived back at Newcastle ferry port around 4am and passengers are being kept on board while police investigate and carry out interviews.

Olivia Elliott, who was in a nightclub on the ferry when the alarm went off, told Sky News she "panicked" not knowing how serious the situation was.

"(It was) scary out there in the middle of the ocean. You've never been in that situation before - you don't know what to do."

She added: "The captain came on the tannoy and said we needed to evacuate to the outer deck because there had been a fire.

"We were outside for about 40 minutes before we were allowed to go back in."

Despite the emergency, she said most people remained calm.

Her stepfather, Stephen Phillips, waiting quayside, said he still had not been told how long passenger will be kept on board.

A spokeswoman for DFDS Seaways said 946 passengers and 127 crew members were on board the DFDS Seaways cruise ferry King Seaways, which was en route from Newcastle to Amsterdam.

"Fifteen passengers and eight crew members are reported to have suffered from smoke-related injuries," she said.

"They have been checked by a doctor on-board, and two passengers and four crew members have been taken ashore by helicopter for further medical assistance at a local hospital in the UK.

"We will ensure that passengers and crew affected by the incident will be offered psychological assistance as well as other assistance that might be needed."

A spokesman for the Maritime and Coastguard Agency said: "All helicopters and life boats involved have been stood down, however Humber Coastguard is in constant contact with the ferry and an RAF helicopter is on stand-by should it need further assistance."

According to the DFDS Seaways website, the 26-year-old vessel has room for over 1,500 passengers and 600 cars. It was renovated in 2006.

It offers entertainment including restaurants, bars, a nightclub and a casino.

Greenpeace Activists Arrive Home From Russia

Five Britons detained in Russia as part of the so-called "Arctic 30" have arrived home in the UK.

The five were arrested amid claims of hooliganism following a protest about oil drilling, and held in jail for two months.

They have since been granted amnesty under a new Russian law.

Greenpeace member Anthony Perrett, 32, of Newport, South Wales, arrived in London with fellow activists Alex Harris and Phil Ball, crew member Iain Rogers and freelance videographer Kieron Bryan.

They left St Petersburg earlier today and arrived in Paris this afternoon before travelling to London's St Pancras station on Eurostar to be met by their families.

Ms Harris said being imprisoned had been "terrifying" but that she took comfort from knowing she was one of 29 other people in the same situation.

And she told Sky News she would not give up on the Arctic: "I've gone through a lot for this campaign, I'm not going to stop now."

Mr Perrett told reporters: "It has been a strange few months, but it is over now and it is good to be back. We're
very relieved to be home, it's good to be back and speaking English, which has been sorely missed."

Asked whether it had been worth it, he said: "Well, look at the media that's here today. We're trying to spread the word to save the Arctic and I think we have done that job fairly well."

Ms Harris said she thought the Russian government let the Arctic 30 go to avoid global criticism in the lead up to the 2014 Sochi Winter Olympics.

A sixth Briton, activist Frank Hewetson, has also been released and is travelling to another country.

The Arctic 30 - 28 activists and two freelance journalists - were arrested after Russian authorities boarded their ship, the Arctic Sunrise, during an anti-drilling demonstration in September.

The group were detained for protesting against an Arctic offshore oil rig owned by the Russian company Gazprom.

They were initially charged with piracy, but the charge was later changed to hooliganism.

They had their passports returned to them after being freed on bail by courts in St Petersburg, but initially did not have visas to leave Russia.

Smacking Children Should Be Banned, Says Tsar

Parents should be banned from smacking their children, according to the Children's Commissioner for England.

Maggie Atkinson told The Independent it was her personal view that the law gives pets and adults more rights to be protected from violence than children.

Dr Atkinson said she favours a total ban on smacking, which would see parents face criminal action for corporal punishment.

Current rules make it illegal for a parent to smack a child if it leaves a bruise, but permit a lighter smack or "reasonable chastisement".

Dr Atkinson said: "Personally, having been a teacher, and never having had an issue where I'd need to use physical punishment, I believe we should move to ban it.

"Because in law you are forbidden from striking another adult, and from physically chastising your pets, but somehow there is a loophole around the fact that you can physically chastise your child."

She added: "It's a moral issue. The morals are that, taken to its extreme, physical chastisement is actually physical abuse and I have never understood where you can draw the line between one and the other."

Dr Atkinson, who has two adult step-children, said that despite her strong feelings about the issue, her office was not planning to fight for a ban next year.

She said in the current climate such a move would be "running up a blind alley".

Her comments are likely to reopen the debate about what constitutes "reasonable" punishment of children, the newspaper said.

Tottenham MP David Lammy said early last year that legislation surrounding the smacking of children needed to be relaxed so working-class parents could instil discipline in their homes without fearing prosecution.

He claimed that Labour's 2004 decision to tighten up the smacking law was partly to blame for last summer's riots, which erupted in his north London constituency.

Sales: Shoppers Ready For More Bargain Hunting

Bargain-hungry shoppers are expected to spend nearly £3bn today on the second day of the post-Christmas sales.

The amount of money spent is predicted to be more than the estimated £2.7bn spent in shops and online on Boxing Day.

High streets should see a repeat of some of the frenzied scenes witnessed yesterday as shoppers queued for hours to get the best bargains.

A total of £2.22bn was projected to have been spent in stores on Thursday, up 5.7% on last year, according to the Centre for Retail Research (CRR).

Online shoppers spent £540m - a new daily record - on Boxing Day, up 15% on last year, IMRG, the internet retailers' association, said.

Total spending on Friday could be even higher, with shops expected to take £2.57bn - up more than 7% on last year's £2.4bn on December 27.

Online sales are expected to peak £400m.

Thousands of people hit British high streets yesterday for the traditional Boxing Day sales, with international tourists out in force and spending big.

Many keen bargain-hunters started queuing before dawn to ensure they were first in line when the shops opened.

Shoppers are predicted to spend £2.5bn in the high street on Friday

Selfridges on Oxford Street in central London saw some of the largest queues.

As 3,500 shoppers surrounded the huge shopping emporium, it was apparent the queue was made up of people from all around the world - particularly from China.

The significant presence of international shoppers was confirmed by Global Blue tax-free shopping experts.

Shoppers from Qatar spend the most on average per transaction (£1,714) followed by those from the United Arab Emirates (£1,372).

But a spokesman said Chinese shoppers are the biggest spenders overall.

They spend £1,367 on average per transaction, but are more likely to return to the tills with more goods.

Selfridges celebrated its most successful ever first hour of trade, taking over £1.9m between 9am and 10am - up 16% compared with last year.

Harrods also kicked off its winter sale and offered mugs of hot chocolate, smoked salmon canapes and blankets to keep people warm in the queue.

Department store Liberty offered designer goods at a fraction of their usual price, while both Next and Marks & Spencer boasted discounts of up to 50% on sale items.

Bluewater in Kent predicted more than 800,000 people would come through its doors between Boxing Day and New Year's Eve.

More than 1.4 million shoppers are expected to spend a total of more than £50m in London's West End today.

Weather: Ireland And UK Battered By Storms

Storms with 100mph winds battered Britain and Ireland last night, causing flights to be diverted and downing trees - as more flood warnings were issued.

Days after heavy rain and gales lashed the UK, disrupting the Christmas travel plans of thousands of people, the Met Office has once again issued severe weather warnings.

Southeastern trains said it would not be running any services until further notice, while Virgin, East Coast and Southern trains also warned of travel disruption.

Flights were also diverted and cancelled overnight, with Dublin Airport not allowing aircraft to leave due to the gale force winds.

A tweet from the airport said: "No flight departures so far this morning due to gale force winds blowing across both runways."

Cheshire Police said many trees had been uprooted as gales swept across the county.

"Many trees down due to strong winds. We would ask all drivers to exercise extreme caution whilst driving tonight," the force tweeted.

The storm is forecast to spread east across the UK during the morning, with the worst-affected areas expected to be northern England and northern parts of Wales.

Police and fire services across the country have reported road closures because of uprooted trees, and in the Irish Republic, Dublin Airport had to divert six planes because of strong winds.

Gatwick Airport said it had "additional teams of engineers, electrical staff and volunteers at the airport to minimise the risk of disruption".

The Environment Agency (EA) is warning of more "significant disruption" across southern England.

A spokesperson for the agency said: "It is possible that heavy rain may worsen the current flooding situation in some areas with rivers responding quickly to rain falling on already saturated ground."

The rain will exacerbate ongoing river flooding across the Somerset Levels, River Severn, River Thames and River Ouse in Cambridgeshire and rivers across Essex.

It will also worsen the situation along the River Medway and the Kentish Stour around Ashford and Canterbury.

There are 52 flood warnings and 160 flood alerts in place, but the EA said the number of alerts may increase as rivers respond to the further band of rainfall.

The Met Office recorded a gust of wind in Aberdaron, in west Wales, of 109mph early this morning.

General wind speeds of between 60mph and 80mph are expected in the UK.

More than 43,000 people were left without power following Monday night's storm and around 1,200 properties were flooded in England.

According to ESB Networks, in Ireland, some 70,000 homes and businesses are understood to be without power with engineers dealing with hundreds of individual faults.

AA Roadwatch described driving conditions on Ireland's country roads as "treacherous" - and advised motorists to drive with extreme care.

Northern Ireland Electricity also said it had around 4,000 customers without power.

Network Rail advises that routes will need to be checked at first light and tracks will need to be cleared of any fallen trees and any damage will need repaired before train services can start.

Robin Gisby, managing director of network operations at Network Rail, said: "Passengers have had a tough week of travelling and unfortunately that is likely to continue for at least another day.

"Thousands of railway workers have worked tirelessly over the holiday period to try and repair the significant damage caused by Monday's storm and will be called on again over the next 24 hours.

"As ever, safety comes first, as we ensure routes are safe for passenger services leading to a delayed start-up in some regions."

Abbas Khan: Funeral For Syria-Death Doctor

The funeral of British doctor Abbas Khan - who died in custody in Syria - is due to take place in London today.

Dr Khan was on the verge of being released when his family were told of his death by what the Syrian government calls suicide - but they say it was political murder.

The 32-year-old orthopaedic surgeon, from London, was captured in November last year in the Syrian city of Aleppo after travelling from Turkey to help victims of hospital bombings.

His death was announced on December 17.

Dr Khan's family released a statement via their solicitor Nabeel Sheikh, announcing plans for the funeral and burial.

He said: "Dr Abbas Khan's funeral prayer will take place at midday on Boxing Day at Regent's Park Mosque, London.

"Dr Khan will then be taken to Ilford, east London, to be laid to rest. Anyone who wishes to pay their respects is welcome to attend."

The doctor's mother Fatima denied claims made by Syrian deputy foreign minister Faisal Mekdad that her son killed himself.

Earlier this month, the family revealed a letter in which the doctor expressed his optimism at being released and his hopes of being home in time for Christmas.

On Sunday, David Cameron wrote a letter to Dr Khan's mother, describing her son's death as an "appalling tragedy" and calling for those responsible to be held to account.

Bargain Hunters Flock To Boxing Day Sales

Bargain hunters are set to flock to the high streets in their thousands today as shops open for the Boxing Day sales.

Shoppers have already started queuing to ensure they are first in line when the shops open.

Harrods is kicking off its winter sale with the promise of mugs of hot chocolate, smoked salmon canapes and blankets to keep people warm in the queue.

They will also be serenaded by a string quartet and be treated to a performance by a street magician.

Some online sales started on Christmas Eve and millions of consumers are believed to have already snapped up goods from home.

Some 117 million visits to retail websites were estimated to have been made on Wednesday in the UK, with Boxing Day's figure set to rise to over 118 million.

Shopping habits are changing, according to analysts

Robert Goodman, Bluewater's general manager, said: "We are ready for a bumper Boxing Day this year.

"With the strongest retail offer to date, and with 50 new brands launching with us this year, we are expecting visitor numbers to be on a par with Boxing Day last year.

"This will begin what is likely to be our busiest six days of the year."

James Murray, digital insight manager at Experian, said: "Christmas 2013 has consistently outperformed 2012 on virtually every single shopping day this December, with online visits from Christmas Eve through to Boxing Day up from last year, a record-breaking Cyber Monday and the emergence of the even busier Middle Cyber Monday.

"Shopping habits are changing, with Christmas Day becoming a significant shopping day during the period.

"As a result, we anticipate a more sustained shopping pattern during this period, moving away from the traditional peaks and troughs usually evident during holiday season."

Adverts 'Should Feature More Disabled Children'

The owner of the UK's largest child talent and model agency says advertising companies should use disabled youngsters more often in campaigns.

Debi Clark has two disabled children on the books of her talent agency Bizzykids. But despite sending their details to advertisers, production companies and photographers, she has only had three requests for disabled children in 20 years.

She says: "It's great that they've broken the boundaries by using them at all, but what they do is they use them, and they hit the headlines, and it's sensationalising it, it's absolutely wonderful, great; but they're not used again."

Her comments come after clothing firm Boden used eight-year-old Holly Greenhow, who has athetoid cerebral palsy, in an online advertising campaign.

Last Christmas, Marks & Spencer used Seb White, who has Down's Syndrome, in one of their campaigns, and Francesca Griffiths, who has the same condition, was cast by Boots in their catalogue.

Holly's mother Fiona, 42, said: "It may be a token thing ... I'd like to think it wasn't ... If it does something to help promote children with learning difficulties in modelling, and make it more inclusive, then fantastic. I'd like her to do more of it as an ambassador."

Rosemary Frazer, community campaigns manager at disability charity Scope, said: "It's extremely rare indeed either in advertising campaigns or really anywhere in the media. You would struggle to find any disabled people - and that's a real shame.

"I think it's only through having that sort of high-profile role in the media that you begin to sort of challenge people's perceptions about disability, and actually then they can come to see that disabled people, like myself, we're very much like everybody else".

Queen's Speech: Monarch Reflects On 2013

The Queen will reflect on key events of the past 12 months in her traditional Christmas broadcast, including the birth of her great-grandson Prince George and the 60th anniversary of her coronation.

In her message, recorded earlier this month at Buckingham Palace, the 87-year-old monarch will say: "We all need to get the balance right between action and reflection.

"With so many distractions, it is easy to forget to pause and take stock." 

The head of the Commonwealth will also use the theme of "reflection" to look ahead to the Commonwealth Games being staged in Glasgow next year.

It is expected to be a full house at Sandringham this year with the Duke and Duchess of Cambridge joining the family for the festivities, including the traditional Christmas Day church service.

It will be their son Prince George's first Christmas at the Norfolk estate.

The Monarch will reflect on the birth of her great-grandson, Prince George

The Queen will refer in her message to her growing family by saying the arrival of a baby "gives everyone the chance to contemplate the future with renewed happiness and hope".

During the broadcast, behind-the-scenes footage will be shown for the first time of the photoshoot at Clarence House in October, shortly after the Christening of Prince George at the Chapel Royal.

One photograph taken was that of the Queen with the next three generations of monarchs including Princes Charles, William and George.

As the Queen speaks to the British people, and those of the Commonwealth, the historic photograph takes pride of place next to her at the Palace alongside a framed image of her father George VI and mother, the Queen Mother.

The Christmas address is written by the Queen and is one of the rare occasions when she does not turn to the Government for advice but is able to voice her own views.

It was this year recorded in Buckingham Palace's Blue Drawing Room which features a large Christmas tree decorated with coloured baubles.

During her message, the Queen is seated wearing a single crepe-wool primrose dress designed by Angela Kelly, which she wore to William and Kate's wedding in April 2011.

On her left shoulder is a diamond, ruby and sapphire brooch, a present from her parents to celebrate the birth of Charles in 1948, which she wore at George's Christening.

The message will be broadcast on Sky News at 3pm.

Adoption: New Online Maps To Ease Process

Would-be adopters are being urged by a minister to use online maps to help match them to some of the 6,000 children in need of a home.

The interactive maps include local information such as the ratio of children in need of waiting adopters and the approval rate.

Children and Families Minister Edward Timpson said there had been "promising progress" to improve adoption rates, but significantly more needed to be done.

The online system has information about each council area

"This Christmas I want anyone considering adoption to look carefully at the information in our interactive maps and consider whether they can offer a child a stable and loving home," said Mr Timpson, who has two adopted brothers.

"There remains significant work to do next year.

"Our new adoption leadership board will play an important role ensuring local authorities and adoption agencies stay on track and recruit more adopters.

"A further £50m for councils in 2014 will help them put the building blocks in place to implement our reforms."

Department for Education figures show a 34% increase in willing adopters and successful adoptions up by 15% following the implementation of reforms.

Adoption UK chief executive Hugh Thornbery said: "We've seen a rise in adoptions this year, but we still need more adopters to provide loving homes for some of society's most vulnerable children.

"We know that key to attracting more adopters is the assurance of accessible, timely and appropriate support."

Successful adoptions are up by 15% following reforms

David Simmonds, chair of the Local Government Association's Children and Young People Board, said an increased focus on improving adoption services was a "positive move, but this isn't new money".

He said it represented a net reduction in funding for local authorities and could impact on services for vulnerable children.

"Councils have been working hard to recruit more adoptive mums and dads and are doing everything in their power to ensure that vulnerable children get the best start in life," he said.

"The fact remains that we still need thousands more potential adopters to come forward to offer loving homes.

"Councils also rightly acknowledge that there is variation in performance across the country and the LGA is working with the Government to help support improvement.

"However, there is no one-size-fits-all approach and decisions must be made on what is in the best interests of each individual child."

Rolf Harris Faces Three More Sex Charges

Rolf Harris is to be prosecuted over three more allegations of indecent assault, including one relating to a seven or eight-year-old girl.

Harris already faces 13 other counts after being charged on August 29, 2013.

The Crown Prosecution Service said the first new charge is one offence of indecent assault of a 19-year-old girl in 1984 - the same complainant as six of the existing charges.

The other new charges are one offence of indecent assault of a girl aged seven or eight, in 1968 or 1969, and one offence of indecent assault of a girl aged 14, in 1975. 

Harris, 83, will next appear at London's Southwark Crown Court for a plea and case management hearing on January 14.

His trial is scheduled to begin on April 30.

The 13 original charges against the Australian-born artist, musician and TV presenter relate to nine allegations of indecent assault and four of making indecent images of a child.

Harris was arrested by officers working on Operation Yewtree, the national investigation launched after abuse claims were made against Jimmy Savile, but the allegations against him have no connection to Savile.

He is currently on bail on the conditions that he does not contact prosecution witnesses, lives at his home address and does not spend time with anyone under 18 without being accompanied by someone over 21.

Harris, who has lived in Bray, Berkshire, for more than 50 years, has been in the public eye for decades.

He fronted the popular TV programme Animal Hospital and had several musical hits.

He painted a portrait of the Queen in 2005 and performed at her Diamond Jubilee concert last year.

Bad Weather To Disrupt Christmas Getaway

Delays and disruption are predicted for Christmas travellers as the UK prepares for heavy rain, possible flooding and winds of up to 80mph.

The heavy rain started in the South West and Northern Ireland and will move eastwards and northwards throughout the morning.

Almost all of the UK will be affected by the wet weather by midday and winds will reach 70-80mph in eastern and central areas in the afternoon.

Trains are expected to bear the brunt of the weather and at least 21 train companies are predicting changes to timetables and cancelled services.

An emergency go-slow limit of 50mph is likely on many routes.

East Coast has already announced cancellations to and from London

Train bosses say "hundreds of engineers" will be on call over the next two days to deal with any blocked tracks or technical problems.

Passengers are being urged to check the latest information before setting out.

Network Rail Managing Director Robin Gisby said: "I want to be very clear that our priority is running as many trains as we can safely, rather than worrying about hitting the timetable bang on."

Many companies have removed limits on day tickets to deter people from travelling at the height of the bad weather.

Virgin Trains is advising passengers to travel before 3pm and says advance tickets for specific trains will be accepted on any service.

The Met Office's more serious "be prepared" warnings are in the south

It says fewer trains than normal will run between London and Manchester, and London and Birmingham - where the 50mph limit is likely to be enforced.

South West Trains is another operator warning of "significantly reduced speeds" on its network.

The East Coast timetable meanwhile has already announced 12 cancellations on Monday for trains serving Newark, Leeds, Newcastle, York and London's King Cross.

The Met Office's severe weather alert starts at dawn on Monday and amber "be prepared" warnings are in place for London, southeast and southwest England, and south Wales.

Localised flooding is possible and winds of 50-60mph are forecast in inland areas, gusting up to 80mph along the coast.

Icy roads and snow are also forecast for Scotland where there is a yellow "be aware" warning.

Virgin Trains is one of many operators warning of delays and disruption

Sky News' weather presenter Nazaneen Ghaffar said rain would be the biggest problem for most people on Monday.

"There will be heavy downpours bringing 20-40mm of rainfall quite widely and over 60mm likely across parts of the high ground.

"As the rain is falling on already saturated ground that could cause both surface water and river flooding in these areas."

Motorists are also being urged to be take special care on the roads and check the flood updates ahead of their journey.

The Environment Agency and the AA strongly advise not entering flood water that is moving or more than 10cm deep.

David Jordan, Director of Operations at the Environment Agency, said: "Tragically people die because they've taken risks and attempted to drive through flood water just to save a few minutes.

"Flood water is dangerous. If there is widespread flooding in your area then don't travel and if a road is closed then turn around and make a detour."

The Highways Agency said high-sided vehicles and motorcyclists should be especially careful in the high winds and and has put out a list of potentially treacherous routes.

It includes the QE2 Bridge/Dartford Bridge, the A27 Shoreham Flyover, the A30/A38 in Bodmin, and the Severn Crossing.

John McTaggart, head of on-road services at the Agency, said: "We are working closely with the Met Office to monitor conditions.

"In the event of persistent high winds we may need to close certain bridges to traffic for a period, so please be alert for warnings of closures and follow the clearly signed diversion routes."

The RAC is predicting that 13 million people will take to the roads from December 24 to 26.

Visitor attractions are also playing it safe ahead of the bad weather, with the popular Winter Wonderland in London's Hyde Park staying shut on Monday

The worst of the weather is expected to clear by the end of Christmas Eve.

Clutha Tragedy: Comedy Gig To Help Raise Cash

Glasgow's comedians are lining up to raise a laugh for victims of the Clutha Pub tragedy.

They also hope tonight's comedy gig will raise several thousand pounds for the Clutha Appeal Fund, which has already amassed more than £220,000.

Friends and relatives of the 10 people who died when the Police Scotland helicopter crashed into the Glasgow pub have been invited to the show at the city's O2abc Academy. 

They will be joined in the audience by emergency service workers who helped at the scene of the tragedy.

Comedian Janey Godley told Sky News: "The love and affection of Glaswegians will carry every laugh from that stage right up into the rafters. That's who we are, as a people; you might knock us down but we'll get up and - do you know what? - we'll get up laughing."

The comedy show is one a number of initiatives aimed at raising cash for bereaved families suffering financial hardship as a result of the crash on November 29.

Those who died included the three occupants of the helicopter along with seven customers in the pub. Five people remain in hospital, being treated for a range of serious injuries.

Four police officers who attended the scene of the accident have recorded a song called Won't Forget, which features Britain's Got Talent winner Jai McDowall on vocals.

PC Paul Keenan, who wrote the song, told Sky News: "It obviously involved our friends and colleagues, so we felt personally touched by it. It was a tragic loss of life, so we came up with the idea of recording a charity single."

PC Jamie Easton said: "The police is such a close-knit family and it was such a terrible disaster, everybody felt it. Being at the scene myself, it was terrible both for the emergency services and the public. You could see the effect it had on everybody, so I'm grateful to be able to play on the track."

Volunteers Keep Revellers Safe Over Christmas

A front-line team of volunteers has been confronted with the aftermath of assaults, drug abuse and too much to drink as the Christmas festivities for some got out of hand in Norwich.

Sky News spent the night following staff on board the city's SOS bus and medical unit as they coped with one of the busiest party nights of the year.

It was not until after 1am that the trouble really started.

The police called the bus to say a woman was intoxicated nearby. It emerged she had not only drunk too much but had also taken drugs.

She was taken in a minibus back to the main bus to be checked over.

Shift leader Holly Brown said: "People can go unconscious, choking on their own vomit, they can be incontinent.

The volunteers help ease the workload for emergency services

"We need to judge what has happened. We need to make sure they are OK as we want them to get home safely."

Next it was a trip to a report of an assault on a young woman inside a club. She had cuts on her face and was ushered onto the minibus.

Some people will still end up in hospital, but by responding to reports of injury and sickness the pressure is taken off other services such as Accident and Emergency and ambulance crews.

Leigh Baggaley, 25, works for St John's Ambulance Service and first started helping on the bus five years ago.

"It's an eye-opener. If we weren't here there would be lots more A&E admissions.

"We don't tell people what to do but we try to educate people on how they should drink."

The SOS bus was the first of its kind to be set up in the UK

The volunteers even keep every type of phone charger so that drinkers can get back in touch with lost friends. And they offer flip-flops in return for a small donation for those finding their high heels a challenge.

The SOS bus was the first of its kind to be set up in the country back in 2001 and operates every Friday and Saturday night.

Action was taken after two teenagers were found dead in the river following a night out in Norwich. A short time later,  the body of a 21-year-old was discovered in the toilets of a nightclub in the city after drinking too much.

As well as the setting up of the bus, a radio system was installed linking the SOS team with the police, pubs and nightclubs.

Toby Middleton is operations manager of four clubs in the city including Roccos and Mercy.

He said: "Having the facility of having the bus and the people who are prepared to do it free of charge and help us with our duty of care ... is a great asset."

In the past five years alone the SOS bus and medical unit have looked after more than 3000 people.

It has proved such a success that towns and cities are following Norwich's lead.

Lockerbie Anniversary: PM Praises Victims

David Cameron has paid tribute to the "fortitude and resilience" of those affected by the Lockerbie bombing as memorial services marking the 25th anniversary of the atrocity take place today.

Pan Am flight 103 was on its way from London to New York when it exploded above Lockerbie, in southern Scotland, on the evening of December 21 1988, killing 270 people - everyone on board and 11 on the ground.

The Prime Minister described it as "one of the worst aviation disasters in history and the deadliest act of terrorism" ever committed in the UK.

He said: "Though 25 years have passed, memories of the 243 passengers, 16 crew and 11 Lockerbie residents who lost their lives on that terrible night have not dimmed.

"Over the last quarter of a century much attention has been focused on the perpetrators of the atrocity. Today our thoughts turn to its victims and to those whose lives have been touched and changed by what happened at Lockerbie that night.

"To families, friends, neighbours, loved ones, and all those caught up in the painful process of recovery, let us say to them: our admiration for you is unconditional. For the fortitude and resilience you have shown. For your determination never to give up. You have shown that terrorist acts cannot crush the human spirit. That is why terrorism will never prevail.

"And even in the darkest moments of grief, it is possible to glimpse the flickering flame of hope."

Eleven people were killed on the ground in Lockerbie

Memorial events attended by politicians, officials, families and members of the community will take place in Lockerbie, London and in the US where most of the 270 victims were from.

Scotland's First Minister Alex Salmond and Lord Wallace, Advocate General for Scotland, will attend a wreath-laying ceremony at Dryfesdale Cemetery in the Dumfries and Galloway town.

Mr Salmond said: "As the community of Lockerbie marks the milestone, memorial events will be held in Westminster Abbey, Arlington National Cemetery in Virginia and at Syracuse University which lost 35 students in the bombing.

"But, inevitably, a focus of the day will be on the memorial in Lockerbie and it is there that I will pay my respects and condolences on behalf of the people of Scotland."

Abdelbaset al Megrahi was the only person to be convicted of the bombing

Libyan Abdelbaset al Megrahi was found guilty of the bombing in January 2001 and given a life sentence.

He was diagnosed with prostate cancer in 2008, leading to a decision to free him under compassionate release rules.

Scotland's Justice Secretary Kenny MacAskill took that decision on August 20 the following year, sparking a row among politicians on both sides of the Atlantic.

Megrahi died in Tripoli, Libya in May last year.

Despite the guilty verdict and Megrahi's decision to drop a subsequent appeal against conviction, politicians, campaigners and families of victims are still dealing with the impact, with some of the British relatives considering another appeal against his conviction when they meet with lawyers in the new year.

Apollo Theatre Collapse: Venue 'Neglected'

The owner of the Apollo Theatre in London's West End claimed last year that the venue had "suffered years of benign neglect".

Nica Burns, co-owner and chief executive of Nimax Theatres, which runs the building in Shaftesbury Avenue, said in an interview last year that it had a budget of just £2.45m to restore its five West End playhouses.

That was funded by a £1 restoration levy on tickets at the theatres, which the company said was spent entirely on upkeep and maintenance work once VAT was paid.

Speaking to Theatres Magazine, Ms Burns said: "Before we could start on the improvements, we had to address the damp. Water attacks the building from above and below."

The restoration work carried out included new £120,000 customer toilets and a makeover for four carved stone muses on the rooftop, she told the magazine.

An investigation is under way after nearly 80 people were injured, nine seriously, when part of the theatre ceiling collapsed during a packed show.

One line of inquiry being considered is that excess water during a torrential downpour may have caused the collapse.

In 2000, previous owner Andrew Lloyd-Webber, who sold the Apollo to Nimax in 2005, told the Times newspaper: "The Apollo in particular is a shocking place.

"I suggested that both it and the Lyric should be knocked down and replaced by top-quality modern theatres."

The composer and musical theatre impresario complained that his plans for a black-box auditorium inside the existing plasterwork had been opposed by English Heritage.

More than 700 people were inside the Apollo when members of the audience started screaming as it appeared parts of the ceiling caved in.

Most of the injured were discharged shortly afterwards, having been mainly treated for cuts and bruises.

Mr Johnson also praised the response from emergency services as "exemplary".

"Westminster City Council and the Society of London Theatre have assured me that all safety checks for the West End's historic theatres are up to date but, as a precaution, further checks have already started and will continue throughout the day."

Adebolajo's Brother Refuses To Condemn Murder

The brother of Woolwich killer Michael Adebolajo has refused to condemn the murder of Lee Rigby.

Jeremiah Adebolajo told Sky News: "My brother's blood is no more expensive than the blood of an Afghan child, and I think Lee Rigby's blood is no more expensive than an Iraqi child."

When asked if he had any regrets over the murder in Woolwich, Mr Adebolajo replied: "My main regret is that foreign troops are in the land of the Muslims."

Like his brother, Mr Adebolajo believes the foreign policies of the UK and US justify direct action against British soldiers, who they believe are "enemy combatants".

The brothers grew up in Romford, Essex, with their parents and sisters.

Adebolajo was intercepted by Kenyan military trying to enter Somalia

Mr Adebolajo said: "We had a fairly ordinary upbringing. We grew up as any other Nigerian young men do I guess in east London, nothing extraordinary.

"My parents were protestant Christians. As you can imagine with most African parents, they consider religion to be something of great importance and we were no different."

Of his brother he said: "He was always concerned I guess with morality. He was a happy guy, he's a bit of a joker.

"A very athletic individual. He loves sports, football. He is an Arsenal fan."

Michael Adebolajo converted to Islam in his first year at the University of Greenwich, his brother said.

His brother said: "I don't think that there was a particular moment when he said 'I have become a Muslim'.

Lee Rigby was murdered in Woolwich on May 22

"It was a gradual change we saw in him in which he became more devoted, more practising."

Michael Adebolajo started joining street protests. In 2006 he was arrested and jailed for 51 days for assaulting two police officers when a demonstration turned violent outside the Old Bailey.

His brother, who also converted, rejects the assumption that Adebolajo was radicalised by prominent figures such as Anjem Choudray.

Jeremiah Adebolajo said: "The media have taken this line that we have a disenfranchised young Christian boy who was radicalised by these bogeymen figures, Anjem Choudary, Omar Bakri, it is a simplistic narrative.

"The truth is they had no ideological influence over my brother, none at all."

In 2010, Michael Adebolajo left his family in London and travelled to Kenya hoping to get into Somalia.

Adebolajo and Adebowale will be sentenced in January

It is widely reported he was trying to join al Shabaab but was intercepted by the Kenyan military and then deported back to the UK.

The British security services had a hand in his repatriation to Britain and were trying to recruit Adebolajo to work with them.

His brother said: "I think the public have a right to ask the security services why they brought him back when he wanted to live there under Islamic law."

Jeremiah Adebolajo also now lives abroad working as an English teacher at a university in Saudi Arabia, but has returned to London for the trial at the Old Bailey.

He has visited his brother inside HMP Belmarsh several times, most recently last Saturday.

Mr Adebolajo claimed that Michael was attacked by prison officers who knocked out the killer's front teeth during his time in prison.

He said: "It was five guys who attacked him. One of the reasons he doesn't want to get them (his teeth) fixed is because he doesn't want to hide it.

"My brother is the kind of guy that if we were young we would have a fight, he could get your teeth knocked out so it is not a huge major big deal."

On Thursday, the union for prison workers, POA, said in a statement that all five officers had been exonerated with the Crown Prosecution Service deciding there was no case to answer.

When challenged about the murder of Lee Rigby, Mr Adebolajo said he understood the condemnation of the public but added "we have to think about the reasons for these actions".

He said: "The young lady in Afghanistan who was raped and killed and burned alive by American soldiers, do you think her parents felt something similar to the parents of Lee Rigby?

"There is a danger in dehumanising Afghanistanis.

"My brother is under no illusion that his actions are going to have an overarching effect on foreign policy. He considers himself a soldier."

Breast Cancer Surgery Concerns: Report Published

An independent review will be published today into how a breast cancer surgeon was allowed to carry out incomplete mastectomies on hundreds of women.

Ian Paterson performed unregulated "cleavage-sparing" procedures at Solihull Hospital and Good Hope Hospital in Sutton Coldfield for 15 years.

The operation leaves breast tissue behind for cosmetic reasons and is against national guidelines.

The independent review, carried out by Sir Ian Kennedy, looked at how the Heart of England NHS Foundation Trust responded to concerns raised by staff and patients.

Shirley Moroney's sister Marie Pinfield died following surgery

Kashmir Uppal, from Thompsons solicitors in Birmingham which represents hundreds of patients, said: "He was told to stop carrying out the cleavage-sparing mastectomy in 2007, he gave an undertaking that he would stop but despite that he continued."

An internal report carried out at Solihull Hospital in 2004 highlighted the potential risk of the procedure.

In 2007 there was a review of breast care services at the hospital and Mr Paterson was told to stop performing the operations. However, there is evidence from solicitors suggesting he performed the procedure until 2010.

The NHS Trust said negligent surgery did not cause Ms Pinfield's death

Shirley Moroney's sister Marie Pinfield was operated on twice by Mr Paterson in 2006 and on both occasions he left breast tissue behind.

Ms Pinfield died two years later but the NHS Trust says negligent surgery did not cause her death and her cancer would have returned even with a full mastectomy. 

Ms Moroney believes Mr Paterson had too much power.

"I'd like a cultural change within the NHS that meant that if people were concerned about the way operations were being done that they could have a voice," she said.

"No-one ever questioned him and that's why he was allowed to get away with it as long as he did."

Dr Mark Newbold, chief executive of Heart of England Foundation Trust said: "I would like to re-emphasise that, on behalf of the Trust, I very much regret what has happened to so many women, and our thoughts are with them and their families.

"There is no doubt that mistakes have been made in the past, and this is why since I came into post, have focused on what the patients and staff have been telling us to identify fully what happened and to take every possible action to prevent this from happening again."

HMRC Failing To Pursue Big Business, MPs Warn

The tax man is too keen to chase small businesses for unpaid tax and is not doing enough to prosecute multinational firms, according to MPs.

The Public Accounts Committee claimed Her Majesty's Revenue and Customs (HMRC) does not know how much tax is lost through aggressive tax avoidance and said it should be more willing to pursue prosecutions.

The committee's chair, Margaret Hodge MP, said: "HMRC has not clearly demonstrated that it is on the side of the majority of taxpayers who pay their taxes in full."

She accused the department of allowing the Tax Gap, the theoretical amount that is not collected, to grow by £1bn in 2011/12 and of not doing enough about it.

She said: "HMRC holds back from using the full range of sanctions at its disposal.

"It pursues tax owed by the smaller businesses, but seems to lose its nerve when it comes to mounting prosecutions against multinational corporations."

The committee's report said inspectors should be "more willing ... to test the boundaries of the law".

"HMRC has not attempted to gather intelligence about how much tax revenue is lost through aggressive tax avoidance schemes," it claimed.

The focus on tax avoidance follows on from high-profile cases like Starbucks - which was revealed last year to have only reported taxable profit in the UK once in 15 years.

The company has since promised to pay £20m.

In a statement a spokesman for HMRC said it "strongly disputes the conclusions in the Public Accounts Committee report and challenges the committee's selective and misleading use of figures".

The department said it had secured more than £50bn of additional tax from compliance work since 2010, including £23bn from large businesses.

'Some Prisoners Should Be Allowed To Vote'

Prisoners serving short sentences or approaching the end of their time behind bars should be given the vote, according to a group of MPs and peers.

The committee said it would be "wholly disproportionate" for the UK to defy a ruling by the European Court of Human Rights (ECHR) and said the Government had failed to set out a "plausible" case for maintaining the existing blanket ban.

It called on the Government to table a Bill granting the vote in local, general and European elections to those serving less than 12 months or within six months of release.

Those convicted of particularly serious crimes would remain banned.

However, the panel of MPs and peers was split over the issue, with chairman Nick Gibb and two other MPs arguing that the Government should give Parliament the choice between offering prisoners this restricted franchise or keeping the ban.

The majority recommendation flies in the face of a House of Commons vote in 2011, when MPs voted by an overwhelming 234 to 22 to preserve the ban, in spite of the ECHR ruling that it breaches the European Convention on Human Rights.

Justice Secretary Chris Grayling last year published a draft bill offering MPs three options - giving the vote to prisoners serving less than four years or less than six months or keeping the ban.

But Prime Minister David Cameron told the Commons extending the vote to prisoners would make him "physically ill".

In its report, the joint committee of both Houses set up to consider the Draft Voting Eligibility (Prisoners) Bill found Britain was under a "binding international law obligation" to comply with the ECHR ruling and defiance would be "completely unprecedented" and have "grave implications".

"The rule of law has been and should remain a fundamental tenet of UK policy," the committee said.

"It is not possible to reconcile the principle of the rule of law with remaining within the Convention while declining to implement the judgment of the Court."

The UK is one of only five of the 47 Council of Europe members to ban all convicted prisoners from voting, alongside Armenia, Bulgaria, Estonia and Russia.

Granting the vote to those serving less than 12 months was unlikely to affect more than around 7,000 people in any election, said the committee.

It recommended giving inmates postal votes for their home constituencies, and predicted that prisoners' votes were "unlikely to have a bearing on the outcome of elections".

The report's key recommendation was approved by MPs Crispin Blunt (C) and Sir Alan Meale (Lab) and peers Lord Dholakia (Lib Dem), Baroness Gibson of Market Rasen (Lab), Lord Norton of Louth (C) and Lord Peston (Lab).

Alongside Conservative former minister Mr Gibb, Tory MP Steve Brine and Labour's Derek Twigg dissented.

A Ministry of Justice spokesman said: "This is an issue on which Parliament has expressed strong views.

"The Government will consider the report carefully and will respond early next year, setting out how Parliament will be given its say."

Jayden Parkinson: Police Searching Graveyard

Police searching for missing teenager Jayden Parkinson are focusing their investigation on a churchyard grave.

Thames Valley Police said the hunt for Jayden has led them to the grounds of All Saints' Church in Didcot, Oxfordshire.

The 17-year-old girl disappeared on December 3 after she was last seen leaving the town's railway station at about 4.30pm.

Officers are acting on a tip-off received this afternoon, and have liaised with the family of the person buried in the grave.

Detective Chief Superintendent Andy Murray said: "This afternoon we received some significant and highly relevant information which leads us to concentrate our search efforts in the Great Western Cemetery.

"We're in the process of securing this grave and would like to emphasise that the family connected with this grave have been informed.

"We will be here throughout the night and for a number of days. A tent has been erected which covers more than the specific grave we are focusing on.

"The families of those in the graves nearby will be contacted by us and reassured that there will be no disturbance to these graves."

Jayden's former boyfriend, 22-year-old Ben Blakeley, of Reading, has appeared at Oxford Crown Court charged with her murder and perverting the course of justice.

A 17-year-old, who cannot be named for legal reasons, also appeared before Oxford magistrates charged with perverting the course of justice between December 3 and December 10 by allegedly assisting in the disposal of Jayden's body and other evidence.

More than 100 uniformed officers and detectives have been working on the case, backed up by specialists from the National Crime Agency.

Mr Murray said there was "no indication" that Jayden was alive, and appealed to the public to get in touch if they remembered seeing the teenager "on her own, or in the company of anybody".

He also repeated an appeal for any information about a man seen struggling with a suitcase just outside the village of Upton, near Didcot, in south Oxfordshire, at about 2am, on December 9.

The same man was later then seen with the same suitcase in the Lydalls Road area of Didcot - where All Saints' is located - at about 3.30am.

Detectives have since recovered several suitcases, one of which "may well be significant", Mr Murray said.

Prison Efforts To Cut Re-Offending 'Not Working'

Efforts made by prisons in England and Wales to cut re-offending are not working, according to an inspection report.

The damning report also claims the majority of prison staff do not understand what is required to meet the targets set under the Government proposals.

A study of 21 prisons by Liz Calderbank, chief inspector of probation, and Nick Hardwick, chief inspector of prisons, found little progress has been made in offender management and a fundamental review is needed.

It comes as the Government rolls out its Transforming Rehabilitation reforms, including plans for a nationwide "through the prison gate" resettlement service, which would see most offenders given continuous support by one provider from custody into the community.

In a joint statement, the chief inspectors said: "We have come to the reluctant conclusion that the offender management model, however laudable its aspirations, is not working in prisons.

"The majority of prison staff do not understand it and the community-based offender managers, who largely do, have neither the involvement in the process or the internal knowledge of the institutions to make it work.

"It is more complex than many prisoners need and more costly to run than most prisons can afford."

They said the pressures facing the Prison Service mean it would be unlikely to deliver future National Offender Management Service (NOMS) expectations.

"We therefore believe that the current position is no longer sustainable and should be subject to fundamental review."

Offender management involves the assessment, planning and implementation of work with offenders in the community or in custody to address the likelihood of them reoffending and the risk of harm they pose to the public.

Community-based offender managers and staff in prison Offender Management Units have joint responsibility for work with prisoners to address the attitudes, behaviour and lifestyle behind their offending.

The inspectors found organisational changes to offender management units failed to address a culture of poor communication or mistrust between prison departments.

It is the third report to be published from the joint Prisoner Offender Management Inspection programme and draws on findings from inspections undertaken between April 2012 and March 2013.

Juliet Lyon, director of the Prison Reform Trust, said: "When two highly respected independent chief inspectors of prisons and probation reveal evidence of failures in offender management across 21 prisons and seek a fundamental review, this must surely act as a wake-up call for government."

Justice minister Jeremy Wright said: "More than 600,000 offences were committed last year by prisoners who had broken the law before - despite a £4bn annual spend on prisons and probation.

"This is unacceptable and it's why we are introducing radical plans for change through our Transforming Rehabilitation reforms, which will see all offenders leaving prison receiving targeted through-the-gate support."

New Runways For Gatwick And Heathrow Airports

Building a controversial third runway at Heathrow airport is one of the options short-listed by the Airport Commission in its first report.

The findings of an independent inquiry led by the former head of the Financial Services Authority has also recommended a second runway for Gatwick airport.

However, in a blow to London Mayor Boris Johnson, Mr Davies rejected the idea of building a new airport in the Thames Estuary, plans for which have been dubbed "Boris Island".

To cope with the increasing number of passengers flying into the UK, one of the new runways must be operational by 2030, according to the commission. The second should be up and running by 2050.

The commission has also stopped short of proposing a new runway for Stansted or Birmingham airports, as had been suggested.

Mr Johnson has been bitterly opposed to building a third runway at Heathrow calling the idea of expansion "scandalous".

Last week Mr Johnson threatened to call for a judicial review if plans for a four-runway airport on the Isle of Grain were not included in the commission's report.

The commission said it had not short-listed the Thames Estuary plan "because there are too many uncertainties and challenges surrounding them at this stage".

However, it did suggest undertaking a further study of the options for the new airport in the early part of next year with a view to seeing whether it was a "credible proposal" to be included on the final options for expansion.

Mr Johnson said today: "Howard Davies' recognition of the importance of a hub airport to the economy and his decision to include the option of a new hub in the inner estuary on the Isle of Grain is both sensible and pragmatic, and is welcome news for Londoners and for the future competitive needs of the UK population as a whole."

Jayden Parkinson: Man Charged With Murder

A 22-year-old man has been charged with the murder of Oxfordshire teenager Jayden Parkinson, police have said.

Ben Blakeley, of Christchurch Road, Reading, has also been charged with perverting the course of justice.

He has been remanded in custody to appear at Oxford Magistrates' Court later this morning.

A 17-year-old boy, who was also arrested on suspicion of murder, remains in police custody.

Jayden has been missing for nearly two weeks and is thought to have been killed.

She was last seen leaving Didcot Parkway train station, in Oxfordshire, at 4.27pm on December 3 - and did not return home that evening as planned.

The police search is continuing

Specialist search teams backed by helicopters and police dogs have continued searching an area of farmland just outside the village of Upton, near Didcot, where they appear to be focusing on a small patch of woodland near the church.

The police's inquiry team has now grown to more than 100 officers as the force tries to discover what has happened to the teenager.

Oxfordshire police commander Superintendent Christian Bunt said officers were also continuing to sift a grassy area of wasteland in the Lydalls Road area of Didcot.

Residential addresses have also been searched and a recycling bin was earlier removed for further examination.

Supt Bunt thanked the public for their help with the inquiry so far, but urged people not to carry out their own searches as these could prove a risk to the ongoing police investigation.

Jayden was living in a hostel in Oxford before she disappeared

Jayden recently left home in Didcot to live in Oxford.

In a heartfelt plea, her mother Samantha Shrewsbury posted a message on social media site Facebook on Sunday saying: "My baby, my princess, my heart is so heavy, baby girl.

"I just want to see you walk through my door with a 'ta-dar'. I need you little lady, my heart feels so empty without you."

Police have pieced together her movements in the run-up to her disappearance, and believe she walked up Oxford's High Street through the town centre, arriving at the train station at 4.07pm, where she then boarded a train to Didcot.

The very last sighting of her is when she left Didcot train station at about 4.27pm.

Child Abuse: 42% Rise In Investigations

A Sky News investigation has revealed up to one in 20 children in some parts of the country have been the subject of investigations into whether they are victims of abuse or neglect.

In 2012/13 English councils launched 127,060 high-level investigations - known as section 47s - into children thought to be at risk, analysis of official figures shows.

That is the equivalent of one in 100 of the country's entire population of under-18s and represents a 42.3% increase in cases since 2009/10.

In some areas the figure is much higher with the equivalent of 4.5% of children in Blackpool, 2.6% in Doncaster and 2.1% in Peterborough being investigated.

Experts said the significant increase in suspected abuse cases could be explained by the heightened awareness of the issue following the tragic case of Baby Peter Connelly in 2008.

However, they also said the impact of the recession on households had led to a marked rise in ill treatment of children.

The figures follow a series of high-profile cases of child abuse including that of four-year-old Daniel Pelka who was starved, tortured and brutally beaten to death by his mother and stepfather.

Ray Jones, professor of social work at Kingston University, told Sky News that economic pressures were linked to abuse and neglect.

He said: "I think we're aware of the dangers more than we were before and I think we're more determined to act on them, but I do think that there are some families who are getting into difficulty now who wouldn't have got into difficulty before because of increasing deprivation and indeed destitution."

Professor Jones warned that social services were increasingly struggling to cope.

"We have a child protection system and a care system where the work has been increasing year on year on year for the last five years and I really am worried about it.

"I'm worried about it because it's at the point of breakdown now, because that's at the time of public sector cuts."

In Blackpool the number of cases being investigated is more four times the national average.

Charlene Downes who went missing in 2003 is presumed dead

In 2011 it emerged that police investigating the disappearance of 14-year-old Charlene Downes in the town had uncovered a gang of men which had groomed 60 underage girls from the area for sex.

Her mother Karen Downes told Sky News: "I was shocked when I first heard about it. I was absolutely disgusted. I didn't have any knowledge at all of any girls being abused.

"We didn't even know about the darker side of Blackpool until all this with Charlene came about."

Richard Scorer, a solicitor who specialises in child abuse cases at the Pannone law firm in Manchester, warned that many cases end up being ignored by social services.

"Cases involving chronic neglect and physical and emotional abuse tend to fall by the wayside or tend to be ignored," he said.

"And I think the other thing that comes out is the difficulties that social services have in monitoring and keeping track of children who are part of a shifting population that moves in and out of the town."

He also warned that cuts could make the situation worse.

"I think this is one of these examples of a situation where we have to decide as a society if we want to take child abuse seriously and we want to deal with it properly then we have to make sure social workers and others have the resources to deal with it properly," he said.

Sky News met several teenage girls in Blackpool who are sleeping rough and refusing to return home.

"Emma", 17, said she had been on the streets since she was 15 and "has her reasons" why she can't go home.

She sleeps in what are known as 20p hotels - toilet cubicles you pay to use.

"It's cold, it's cold as hell. You can like put your bags against the door to stop the draught coming in, but the floor gets so cold," she said.

"And it's scary as well, like every time you hear people go past shouting and that in case they come in or whatever."

"Julie", 18 said she started sleeping rough after an argument with her alcoholic mother when she was 17.

She claimed she was smoking aged seven, drinking by 11 and smoking crack by the time she was 13. 

She also alleged that she was raped by a man who pretended to be her friend and took her in for the night.

"I used to turn up to my lessons under the influence. I used to snort cocaine off my religious studies book right in front of the teacher. I just didn't care," she said.

"(Teachers) always had meetings with my social workers. They just tried to take me away, and then every time they took me away, my mum went to rehab, and then she got clean for a few weeks.

"Then I went back to her, then it all went back downhill again and it just kept repeating itself."

NHS Chief Calls For Quality Seven-Day Service

Hospitals in England could face multi-million pound fines if they fail to maintain standards seven days a week, the NHS's medical director has warned.

Sir Bruce Keogh is set to announce his recommendations after a year-long inquiry into NHS care, amid concerns over higher death rates for patients treated on Saturdays or Sundays.

He told the Sunday Times a seven-day NHS "would undo more than 50 years of accumulated custom and practice which have failed to put the interests of patients first". 

The obligation to run a full service 24/7 will be written in to hospital trusts' contractual agreements, with breaches leading to potential fines of up to 2.5% on budgets that can be more than £500m.

Sir Bruce will also publish clinical standards, which set out the level of care that patients can expect in any NHS hospital at the weekend.

He added: "Two things are key to this. One is the availability of diagnostic tests at the weekend, because the key to treating somebody is a diagnosis.

"Then you need someone experienced to interpret those tests and to institute the right treatment." 

Sir Bruce plans to end the practice of junior doctors staffing hospitals at weekends without consultants present and hospitals that fail to adapt will face losing the right to use junior doctors altogether.

He said: "Historically at the weekend our service has been delivered largely by junior doctors in training and now we are changing that."

The intention is that within three years all patients admitted as an emergency at the weekend will be seen by a consultant within 14 hours.

Those already in hospital at the weekend will have their condition reviewed by a consultant every 24 hours, while routine surgery will be available at weekends for minor conditions such as hernias.

X-ray, ultrasound, CT and MRI scans will carry on at the same level as during the week, while heart checks, biopsies and blood tests will also be available seven days a week.

The hospital support network of pharmacies, physiotherapy and occupational therapy will run every day.

Sir Bruce said the NHS lacked compassion by failing patients at the weekend. "People are still kept waiting at the weekend for a diagnosis. We have a system that is not built around the convenience of patients and is not compassionate to patients for part of the week.

"Why should somebody have to take time off work, why should someone else have to take time off work to take them to and from hospital, when, if they were to have their operations on a Saturday, they could spend Sunday recovering and, in many cases, get back to work sooner?"

The inquiry team believe the change will cost about 2% of the NHS's annual operating bill of £97bn, but could be less after potential savings.

Critics suggest the cost could be billions more, but Sir Bruce believes the system of having theatres, consulting rooms and recovery wards lying empty at the weekend could be tackled to cut costs.

The BMA said it supports high quality seven-day patient care.

A spokeswoman said: "Doctors firmly believe that patient outcomes should not be affected by what day of the week they fall ill.

"The BMA is in discussions with the Government on how to develop working patterns which deliver more services across seven days while safeguarding the need for a healthy and productive work-life balance for doctors.

"This is a complicated problem which will not be easily resolved by one single 'quick fix' solution."

Health Secretary Jeremy Hunt said: "Patients should be at the heart of the NHS and be able to depend on it every day - not just Monday to Friday.

"I want the NHS to expand to provide seven-day services so that more patients get the right care, when they need it. It is great news that Sir Bruce Keogh will be setting out his plans for the NHS to provide seven day services."

Labour shadow health secretary Andy Burnham said: "This idea is right in principle but, with the NHS in increasing financial distress, the Government must set out clearly how it will be paid for."

Jayden Parkinson: Police Launch Murder Inquiry

Police investigating the disappearance of teenager Jayden Parkinson now believe she was murdered.

Jayden, 17, from Oxford, was last seen leaving Didcot Parkway train station at 4.27pm on December 3 - and did not return home that evening as planned.

In a news conference, Detective Chief Superintendent Andy Murray revealed that police have upgraded the case to a murder investigation and are looking for a man who was seen in an open field near Upton on December 9 at 2am.

"The father in me would like to think that Jayden is still out there, but I'm afraid the detective in me leads me to conclude that Jayden may well have been murdered," said Mr Murray.

The man spotted in Upton was carrying a large suitcase in the rural area and notably struggling to "manage" the heavy case.

"This man was having difficulty wheeling that suitcase," said Mr Murray.

He said the same man was seen in Didcot around 30 minutes later with the same suitcase, and police are appealing for sightings of the man or the case. 

The man is described as a white male in his early 20s, with short dark hair and of medium to slim build. 

The case was approximately 3ft long and 2ft wide, likely a pale blue colour, and had an extendable handle and wheels, said Mr Murray.

Police said a recycling bin has been recovered as part of the investigation from the former Crown Pub in Queensway in Didcot. 

An address in Abbott Road, Didcot, is also cordoned off by police while a search is carried out on the property.

Thames Valley Police are currently holding two people - a 22-year-old man and 17-year-old boy - in relation to the case.

Police said earlier this week that the 22-year-old was in a relationship with Jayden. 

Jayden was living with her mother in Didcot until November this year, when she found herself homeless.

The teenager relocated to an Oxford service called One Foot Forward, which offers assisted and supported accommodation for young people.

Police said Jayden has made no financial transactions, or accessed the internet or her phone since she went missing 12 days ago.

A team of 50 detectives are currently assisting with the case and specialist teams will be scouring the Upton area for the next week.
